How Communities Can Partner with Mercy Portfolio Services

As a result of the Housing and Economic Recovery Act of 2008 and the American Recovery and Reinvestment Act of 2009, thousands of jurisdictions are receiving close to $5 billion to assist local communities with the excess of foreclosed homes in neighborhoods across America. Many jurisdictions lack the time or capacity in specialized real estate development and asset management to ensure that their Neighborhood Stabilization dollars have the highest impact.

Who is Mercy Portfolio Services?

We are a subsidiary of Mercy Housing, a nonprofit affordable housing organization whose mission is to build stable, vibrant and healthy communities through the development of affordable housing. Since 1981, we have developed, preserved and financed thousands of affordable homes for low-income seniors, families and people with special needs.

Mercy Portfolio Services’ real estate development and asset management professionals have the experience to help you use your Neighborhood Stabilization dollars effectively. We can help your community:

  • Efficiently manage your Neighborhood Stabilization Program
  • Purchase foreclosed, vacant properties in bulk
  • Work with vendors within your community to rehabilitate houses
  • Sell or lease/option residential properties to individuals and families at affordable prices
  • Sell multifamily properties to ensure long-term affordability
  • Track and report the success of your Neighborhood Stabilization Program

Why should you work with Mercy Portfolio Services?

We can help your community realize the benefits of the Neighborhood Stabilization Program by applying our expertise in:

  • Market Capacity – Thousands of foreclosed homes are on the market right now. We can research the target market to determine the most effective use of NSP funds so you can maximize your portfolio while maintaining affordability.
  • Tracking Compliance – HUD requires each jurisdiction to submit an action plan, showing how they intend to use their funds with 18 months of receipt. We can help you navigate NSP and related CDBG compliance issues so you avoid the pitfalls that this complicated program may present.
  • Evaluating and Minimizing Risk – Mercy Portfolio Services staff will evaluate potential risks relative to owning real estate and determine the best approach for your jurisdiction to minimize or mitigate risk.

Most importantly, we have the structure in place and the knowledge within multiple facets of real estate transactions to hit the ground running on your behalf. We realize that HUD requires you to act quickly with your Neighborhood Stabilization dollars, but we also know you want to use that money efficiently.

Allow Mercy Portfolio Services to help you transform your neighborhoods by bringing jobs to your community and quality homes to your residents. We look forward to helping you build homes and strengthen lives.
