Supporting Emerging Developers In 2025

Throughout 2025, Mercy Community Capital (MCC) continued to support developers who were relatively new to affordable housing or had limited access to traditional debt sources.

As a Community Development Financial Institution (CDFI), MCC makes a concerted effort to provide capital in support of affordable housing developments where capital may be otherwise difficult to obtain. For emerging developers who are executing affordable housing projects but may have less experience or a smaller balance sheet than established development firms, access to capital is a major roadblock which can be difficult to overcome. This can create a barrier to entry for potential developers, who are often local to the markets in which they work and address the specific needs of their communities.

Access to capital is a crucial component to diversifying the affordable housing industry and bringing these important and impactful projects to life.

MCC has closed numerous loans in support of emerging developers, and these loans have taken many forms. In 2024, MCC closed an acquisition loan with the East Colfax Mixed-Income Neighborhood Trust, the entity’s first project which allowed them to acquire a property and preserve its natural affordability in the face of gentrification pressure in Denver’s East Colfax neighborhood. In Q3 of 2025, MCC closed a predevelopment loan to Northern Real Estate Urban Ventures, a BIPOC- and woman-owned business who will use the capital to cover costs associated with a LIHTC project in Washington, DC. In Q4 of 2025, MCC closed an equity bridge loan to the Apsáalooke Nation Housing Authority (ANHA) in support of the entity’s second LIHTC development, which followed a similar loan closed in 2023 that supported ANHA’s first LIHTC development.

These loans attempt to bridge the gap between established and emerging developers by making capital available to emerging developers which would be difficult to obtain through traditional sources.
